            <content:encoded><![CDATA[<p>As temperatures rise, the ground beneath our roads begins to thaw-but not all at once. While the surface may look solid, the layers underneath can still be frozen and saturated with water. This creates weak conditions that can’t support heavy loads. Following guidance from MDOT, roads are temporarily posted with weight limits to protect them during this vulnerable time. Without restrictions, damage can happen quickly. Beginning March 3rd. the following Bethel roads will be posted. Trucks that exceed 23,000 GVW will not allowed to travel along these roads until the posting period has ended (typically late spring). </p>

<p>You will receive ONE tax bill for FY 2025. This tax bill will include two tickets at the bottom for use with each payment.  </p>

<p>Del Duca, who is headed into his second Olympic Games, has been involved in the sport of bobsled for over a decade, after competing in his first bobsled race in 2015. </p>
<p>The 34-year-old from Bethel, Maine is a father of two and a member of the U.S. Army World Class Athlete Program (WCAP), with an athletic background in soccer, track and field, alpine ski racing, and baseball. </p>
<p>“Being Flag Bearer for Team USA is an incredible honor. It was also quite the surprise! I’m grateful for the support from my teammates, coaches and staff, Team USA, US Army WCAP, family and friends, and everyone who has helped me on this journey. With the Olympics being held in Italy, it means even more. Nearly everyone in my family is of Italian descent. There is no greater honor than leading Team USA into the opening ceremony at an Italian Olympics. It feels like a bridge between my family’s heritage, and the country I’m so proud to serve. I know my grandfather is watching over me saying, ‘Hey Frangesch, way to go kid’ and would be so proud,” shared Del Duca about his nomination. </p>

<p>With speed, skill, and a calm competitive edge, Nathan “Nate” Pare is quickly becoming a standout on the Hydro Flask U.S. Snowboard Cross Pro Team. He was named the 2024 FIS World Cup Snowboard Cross Rookie of the Year and broke through on the World Cup circuit with a third place finish at Mt. St. Anne his first podium —a bronze medal at Mont-Sainte-Anne—racing from a challenging qualifier to the big final in front of a packed crowd. At the 2025 World Championships, he placed sixth individually and helped Team USA reach the podium in the mixed relay event. A consistent performer across Nor-Am Cup races, he has also earned multiple podiums and a top-five finish at the U.S. Championships in Copper Mountain. Off the snow, Nate applies the same determination to building houses as he does to racing, all while keeping his sights set on the 2026 Winter Olympics.</p>

<p><strong>Maine’s Triennial Review of Water Quality Standards</strong></p>
<p> </p>
<p>The Maine Board of Environmental Protection (“Board”) invites the public to attend a public hearing, to offer oral testimony, and to submit written comments on proposed changes to Maine’s water quality standards as part of the Maine Department of Environmental Protection’s (“Department”) Triennial Review of Water Quality Standards. The federal Clean Water Act and Maine law (38 M.R.S. § 464(3)(B)) requires states to periodically, but at least once every 3 years, hold a public hearing for the purpose of reviewing water quality standards and, as appropriate, for modifying existing and developing new water quality standards.</p>
<p> </p>
<p>Pursuant to the Maine Administrative Procedure Act, 5 M.R.S. §§ 8001 – 11008, Maine’s Water Classification Program, 38 M.R.S. §§ 464 – 470, <a href>and the Board’s responsibilities and duties under 38 M.R.S. § 341-D(8), the Board will hold a public hearing to receive testimony on changes to Maine’s water quality standards, including changes that are currently proposed and any other recommended changes</a>. The current proposal for changes to Maine’s water quality standards (including Department responses to preliminary public comments) is available on the <a href="https://www.maine.gov/dep/water/wqs/triennial-review.html" rel="nofollow" target="_blank">Department’s Triennial Review of Maine’s Water Quality Standards webpage</a>.</p>
<p> </p>
<p>Following the public hearing and written comment period, the Board will deliberate proposed changes to the water quality standards and may vote to recommend to the Maine Legislature specific statutory changes necessary to implement new or revised water quality standards. The Legislature has the sole authority to make changes to the water quality classification system. Any changes to Maine’s water quality standards enacted by the Legislature must be approved by the U.S. Environmental Protection Agency to take final effect. </p>
<p> </p>
<p><strong><em>Public Hearing</em>:</strong> The public hearing will be held at the Augusta Civic Center, 76 Community Drive, Augusta, Maine on <strong>Thursday, October 16, 2025, <a href>beginning at 9:00 a.m</a></strong>. Further information on the Board hearing, including an agenda and hearing materials, will be available on the <a href="https://www.maine.gov/dep/bep/index.html" rel="nofollow" target="_blank">Board webpage</a> approximately one week prior to the hearing. Persons who testify are encouraged to also submit to Board Clerk Ruth Ann Burke (<a href="mailto:clerk.bep@maine.gov">clerk.bep@maine.gov</a>) a written copy of their testimony during or immediately following the hearing. The hearing is an opportunity for members of the public to offer testimony and useful information. Department staff and Board members will not respond to questions during the hearing. The Board and staff to the Board may ask clarifying questions of any person offering testimony at the hearing. The Bethel Regional Airport Authority (FAA identifier 0B1) in Bethel, Maine is issuing a Request for Qualifications (RFQ) for on-call professional engineering services.</p>
<p>Bethel Regional Airport is a publicly owned general aviation facility located in Oxford County, Maine, adjacent to the Sunday River/Boyne Resorts corridor. The airport is entering a period of focused investment and improvement, and the Authority is seeking a qualified engineering firm to provide on-call support across a range of aviation and infrastructure needs.</p>
<p>The scope of on-call services is anticipated to include airfield pavement evaluation and rehabilitation, drainage and grading, FAA grant application and compliance support, obstruction removal, airport layout plan updates, environmental permitting, and general civil engineering consulting as needs arise.</p>
<p>Firms wishing to be considered are invited to submit a Statement of Qualifications (SOQ) addressing relevant aviation engineering experience, familiarity with FAA Advisory Circulars and grant processes, demonstrated experience with general aviation airports in northern New England, key personnel and their credentials, and a brief description of your firm’s approach to on-call client service.</p>
